What Are the Circumstances Surrounding Hussein’s Disappearance?
The family of Hussein Abdirahman Mohamed, the Wajir Huduma Centre manager and Assistant County Commissioner, has filed an urgent habeas corpus application at the High Court seeking answers from the government over his unexplained disappearance. Hussein was last seen on Tuesday, July 8, attending an official function led by Cabinet Secretary for Public Service Geoffrey Ruku. Court documents include photos showing him seated among high-ranking government officials — his final public appearance before he allegedly vanished without a trace.

Hours after that event, Hussein could no longer be reached. A missing persons report was filed at Sojir Police Station in Wajir, but five days later, his family says no meaningful progress has been made.

Why Is the Family Going to Court?
Represented by lawyer Danstan Omari, the family is asking the court to compel police and relevant state agencies to produce Hussein, dead or alive, or at the very least disclose his whereabouts. “This is a man who dedicated his life to public service. He had no known enemies, no ongoing disputes. One moment he was seated with government officials, and the next, he was gone,” the petition states.

Omari argued that Hussein’s disappearance raises serious concerns of possible state involvement and a violation of his constitutional rights. “Every hour that passes without answers is agony for the family. The Constitution protects the liberty of every Kenyan. No one, no matter their position, should just disappear,” he submitted.

The family is requesting the High Court to issue an order requiring Hussein to be produced in court by July 14. If the state fails to do so, the court should compel responsible agencies to give a full and satisfactory account of his fate and current location.
