
Kenyan civil servants can now pursue higher education without financial pressure, thanks to the Higher Education Loans Board (HELB). Through the Civil Servants Training Revolving Fund (CSTRF), employees working under government institutions, including the Teachers Service Commission (TSC), the National Police Service (NPS), county governments, and ministries, can access affordable loans to further their studies. This program strengthens the government’s effort to enhance skills, professionalism, and service delivery within the public sector.
What Is the Civil Servants Training Revolving Fund (CSTRF)?
The CSTRF is a special financing facility created by HELB in partnership with the National Treasury and the Ministry of Public Service. It provides loans to civil servants seeking to study at accredited local or international institutions. Unlike the standard HELB loan designed for students, this one specifically targets employed government staff. It offers flexible repayment options and low-interest rates, with repayments conveniently deducted directly from the payroll.
To qualify, applicants must be Kenyan citizens employed in the public service, whether at the national or county level, under the TSC, or in a parastatal. They must hold a valid employment letter, an admission offer from a recognized higher education institution, and receive endorsement from their employer’s training or human resource department. This ensures that the training aligns with both the employee’s career goals and the institution’s capacity-building objectives.
The loan covers a wide range of academic expenses, including tuition, exams, research, thesis costs, books, accommodation, and even travel expenses for those studying abroad.
How Can Civil Servants Apply for the HELB Loan?
The entire process is online and user-friendly. Applicants should:
- Visit the HELB website at www.helb.co.ke.
- Go to the Civil Servants Training Revolving Fund (CSTRF) section.
- Log in or create a new HELB portal account.
- Complete the loan application form and upload all required documents:
- National ID
- Three most recent payslips
- Admission letter
- Employer’s approval letter
- Training bond (if required)
- Submit the application online and print a copy for reference.
HELB will then review the application and notify successful applicants through email or SMS.
Loan repayment is straightforward. Monthly deductions are made from the borrower’s salary through their employer. The interest rate remains low and subsidised to make repayment manageable and ensure the fund continues to support other civil servants in the future.
