
Nairobi’s leadership structure shifted again as Governor Johnson Sakaja reassigned several County Chief Officers, exercising his authority under Section 45(5) of the County Governments Act, 2012. The latest reshuffle affected ten officers, with some gaining expanded roles and others moving to completely new sectors that align with the county’s evolving priorities.
What Changes Stand Out in Sakaja’s New Cabinet Line-Up?
Geoffrey Mosiria, who has been active and visible within the Environment docket, now transitions to Citizen Engagement and Customer Service. His move places him in a role that will demand close interaction with residents and frontline services.
One of the most notable adjustments involves Clement Rapudo, widely recognized as Clemos for his celebrated contribution to Kenyan music and co-founding Calif Records. He leaves City Culture, Arts and Tourism for Smart Nairobi, the county’s ICT and e-services division. The move positions him at the center of Nairobi’s push toward digital service delivery.
A swap between Godfrey Akumali and Lydia Mathia marks another key shift. Akumali moves from Business and Hustler Opportunities to Housing and Urban Renewal, while Mathia transitions in the opposite direction. Their exchange is expected to influence Nairobi’s development agenda, especially in settlement upgrading and economic empowerment.
Changes continue in the health and digital sectors. Hibrahim Otieno is set to take over the Environment docket, handing his Medical Facilities role to Sande Gyolo. Gyolo previously served as CCO for Digital Economy and Start-ups, a position now occupied by Wilson Gakuya after leading Smart Nairobi.
Meanwhile, Machel Waikenda retains his Mobility docket responsibilities and adds acting ICT Infrastructure CCO to his portfolio, strengthening oversight of transportation and technology systems. Another notable transfer places Zipporah Mwangi at City Culture, Arts and Tourism after moving from Citizen Engagement and Customer Service.

The reshuffle signals an attempt to align leadership strengths with departments that play a significant role in citizen-facing services, technology advancement, culture, housing, and urban development.
