NACADA to Raise Legal Drinking Age to 21 and Ban Alcohol Sales Near Schools in Kenya

What Are the New Alcohol and Drug Policy Changes in Kenya?
The National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) is introducing major reforms to curb substance use, especially among young people. The National Policy on the Prevention of Alcohol, Drugs and Substance Use (2025), approved by the Cabinet on June 24, includes strict measures targeting the accessibility and promotion of alcohol and drugs.

Under the proposed policy, the legal drinking age will be raised from 18 to 21 years. Additionally, NACADA plans to ban the sale of alcohol near schools and places of worship. The policy also promotes zero tolerance for irresponsible advertising and marketing of alcohol and drug products.

To protect individuals who choose to abstain, the policy outlines guidelines to support and safeguard those at risk, including persons with disabilities and vulnerable groups. NACADA has received full government backing to enforce these changes as part of its nationwide campaign to fight drug and alcohol abuse.

How Bad Is Alcohol Use Among University Students in Kenya?
According to a NACADA study released in February 2025, alcohol remains the most abused substance among university students in Kenya. The report, titled Status of Drugs and Substance Use Among University Students in Kenya, surveyed 15,678 students from both public and private institutions.

The findings showed that 87.3 percent of students reported using alcohol. Cigarette use followed at 64.4 percent, while shisha use stood at 41.2 percent. The study also found that 66.4 percent of students obtain drugs from friends, while 59.3 percent access them through local canteens and bars near their campuses.

What Is NACADA Doing to Curb the Crisis?
Beyond policy reforms, NACADA has been actively engaging communities and working closely with faith-based organizations to raise awareness about the dangers of substance abuse. The Authority is focusing on behavior change through education and grassroots involvement, aiming to cut off supply channels and influence young people to make informed, healthy choices.
