Peace Talks in Congo Stalled as Rebels Accuse Government of Violations

The Congo River Alliance, a coalition of Congolese insurgent groups that includes the M23 rebels, has accused the government of undermining ongoing peace efforts in eastern Democratic Republic of Congo. The statement came on Monday as fighting in the region continued to intensify, with M23 launching offensives that led to the capture of the two largest cities in eastern Congo.

What accusations have the rebels made?

Alliance leader Corneille Nangaa addressed a press conference, saying, “We are obliged to inform the Congolese people and the international community of the successive violations of the ceasefire, which are hindering the principal agreement.” According to Nangaa, government forces and allied militias carried out attacks in South Kivu, breaching commitments made during negotiations.

What was agreed in the Qatar mediation talks?

In July, Congo and the rebels signed a declaration of principles under a Qatari-hosted mediation effort. Both parties committed to begin formal negotiations by August 8 and aimed to finalize an agreement by August 18. However, the deadlines passed without progress, raising concerns over the fragile peace process. Nangaa has since urged Qatari mediators, along with the African Union and United Nations, to pressure Kinshasa into honoring its commitments, warning of an “appropriate response” to any further attacks.

How has the government responded?

The Congolese government has not issued an immediate response to the allegations. President Felix Tshisekedi, speaking to his coalition on Saturday, said dialogue would only take place with “Congolese who want to rebuild their country and emerge from the crisis.” His remarks underscored the administration’s position that negotiations will be limited to groups it considers legitimate.

The accusations add to uncertainty in eastern Congo, where instability has deepened despite international mediation. With deadlines missed and violence persisting, the future of talks between the government and rebel groups remains uncertain.
